On 2019\/09\/21 <a href=\"https:\/\/www.isi.edu\/~hardaker\">Wes Hardaker<\/a> created a\n<a href=\"https:\/\/atlas.ripe.net\/measurements\/22891792\/\">RIPE Atlas measurement<\/a> to study resolvers within ISPs that had been\nconfigured to return an NXDOMAIN response.
